The Clear Lake Shores Police Department wants to make sure that our neighbors and furry friends stay safe at all times, that’s why CLSPD will increase their enforcement by issuing ''Animal at Large" citations to pet owners whose dogs are found unleashed.

Per City ordinance:

  • The City of Clear Lake Shores prohibits dogs being unleashed or at large within the city limits.
  • Any animal at large is considered public nuisance.
  • Any person violating any provision of this article shall be deemed guilty of a misdemeanor and, upon conviction, shall be fined in an amount not more than $200.00. Each day of violation shall constitute a separate offense.

To read city ordinance (Chapter 10 - Animals)  please visit If you want to report a loose dog, please contact the Clear Lake Shores Police Department at (281) 334 -1034 or the 24-hour dispatch number at (281) 538-0659.

Other important reminders:

Clean up after your pet

It is important to remember to immediately clean up after your pet. Take along a bag with you to pick up waste with and then dispose of it properly. The City provides pet waste bags at various parks for residents and visitors to use. This simple step will help keep our community beautiful!

Rabies vaccination and identification tag are required

All dogs and cats must be vaccinated against rabies and must have a proper identification tag.  CLS residents can microchip and register their pets at the Animal Bayou Services in Dickinson, TX. Please visit their website at to learn more.

Please be considerate of your neighbors.

Knowing our community’s animal related ordinances will help make our city a better place for everyone.
